On July 30, the Twelfth Meeting of the Standing Committee of the 13th Provincial People's Congress voted to pass the Regulations on Comprehensive Mine Management in Liaoning Province, which will be implemented on October 1, 2019.
As a major resource province, Liaoning's mining economy has provided important material support for the revitalization and development of old industrial bases, but the problems accumulated by various types of mines are also increasing, affecting the high-quality economic development of Liaoning Province and the stability of the overall situation of the society.
In order to fundamentally promote the high-quality development of the mining economy, the Standing Committee of the Liaoning Provincial People's Congress launched the legislative procedure of the "Regulations" this year.
The "Regulations" focus on guiding the establishment of a new pattern of mine development and construction with reasonable layout, high efficiency, beautiful environment, safety and stability, and strict regulation of all aspects of comprehensive mine management, strengthening the problem orientation.
