该公司准备为该项目投资约12亿美元（约合82.6亿元人民币），计划年产能高达300万吨钢材。一旦全面投产，该工厂预计将创造2500个就业岗位，并向国内外市场供应钢材。

2024年5月，有媒体报道称，什姆肯特市政府与福建恒旺投资签署了一份备忘录，计划在该市建设一座产能高达500万吨的钢铁厂，预计耗资17.5亿美元。该项目预计将在五年内分三个阶段完成。

然而，2025年2月，有消息称，一座产能为300万吨的工厂将于2029年在江布尔州建成。该工厂的第一阶段预计明年将生产100万吨钢材，投资额为3.368亿美元。该项目将于2029年达到满负荷生产，需要额外投资6.578亿美元。此外，该项目还包括建设一座350兆瓦的燃气轮机发电厂。

According to Kazakhstan’s Ministry of Trade, Chinese company Fujian Hengwang Investment plans to build a large steel plant in the country. The announcement followed a visit to China by Minister of Trade and Integration Arman Shakkaliyev.The company is ready to invest about $1.2 billion in the project, with a planned capacity of up to 3 million tons of steel per year. Once fully operational, the plant is expected to create 2,500 jobs and supply steel to both domestic and international markets.In May 2024, some media outlets reported that the Shymkent administration signed a memorandum with Fujian Hengwang Investment to construct a steel plant in the city with a capacity of up to 5 million tons and an estimated cost of $1.75 billion. The project was expected to be completed over five years in three stages.However, in February 2025, it was announced that a plant with a capacity of 3 million tons would instead be built in the Zhambyl region by 2029. In the first stage, the plant is expected to produce 1 million tons of steel next year, with an investment of $336.8 million. The project will reach full capacity in 2029, requiring an additional $657.8 million in investment. It also includes the construction of a 350-megawatt gas turbine power plant.Steel production will be based on Kazakhstani raw materials, including natural gas, iron ore from the Karaganda, Kostanay and Ulytau regions, as well as lime. The plant will manufacture a range of products, including wire rod, rebar, strip steel for pipe production, and angle and section steel.Fujian Hengwang Investment is part of Jiangsu Coastal Steel Group Co., Ltd., which has extensive experience in steel production and international trade.During the visit to China, Shakkaliyev also discussed potential projects with several companies, including a spinning mill with Jinyuan Textile Company; lifting equipment manufacturing and engineering centers with Weihua Heavy Machinery; transformer and electrical product manufacturing with Shenda Electric; and synthetic fiber and chemical processing projects with Jinlun Hi-tech Fiber.

该钢铁厂项目从最初接触到最终落定，经历了一系列论证与调整。

2024年5月，哈萨克斯坦奇姆肯特市政府与福建恒旺投资公司签署谅解备忘录，计划建设年产能达500万吨、投资额为17.5亿美元的钢铁厂项目，预计五年内分三个阶段建成。

2025年1月13日，福建省发改委出具《境外投资项目备案通知书》（闽发改外经备〔2025〕6号），对“福建恒旺投资有限公司增资永钢钢铁生产线一期750万美元项目”予以备案，当时载明“最终目的地：哈萨克斯坦-阿斯塔纳”，一期建设产能为100万吨钢铁生产线。

2025年2月，项目规划迎来重要调整，工厂选址从最初的奇姆肯特市变更至江布尔州“丝绸之路”工业园区。项目规模相应调整为300万吨，计划于2025年4月动工，首期100万吨将于2027年投产，至2029年产量达300万吨。同时，项目二期规划包括建设一座350MW的燃气轮机发电厂。

2025年7月10日，福建省发改委下发变更通知（闽发改网审外经函〔2025〕87号），将“最终目的地”调整为“哈萨克斯坦-江布尔州”，并对资金路径拆分做出安排。
